Elected Officials

Elected Officials in the Village of Hempstead are elected to serve the citizens of Hempstead. Information on the elected officials, and their offices and responsibilities can be found by clicking the office title name highlighted in blue.

Mayor Wayne J. Hall, Sr.

Mayor Hall is the son of Jamaican immigrants Beryl and Joseph Hall Sr. and is an US Army veteran, who after receiving an Honorable Discharge attended the City University of New York, where he received an Associate of Science and a Baccalaureate of Science in Biology.  In 1978, he married, moved to Hempstead and had two sons.

Mayor Hall was elected in March of 2005 and upon taking office he discovered that the Village of Hempstead had:

  • a $6.5 million general fund deficit, where excessive borrowing  to pay for items not properly budgeted for was the norm; Click Here for More.
Henry Conyers

Henry was born in Summerton, South Carolina.  While still a youngster, his family migrated to Brooklyn, New York where he received his education in the NYC Public School System. 

After graduating from high school, Henry enrolled and studied at the Fashion Institute of Technology (FIT).  In the middle of his studies, he was drafted into the US Army and assigned to special duty with the Central Intelligence Agency, after serving in the Army Henry was Honorably Discharged.  Soon after while working as a computer operator and systems analyst, he pursued higher education and eventually earned an Associates Degree in Marketing at NYC Community College. Livio A Rosario

Livio “Tony “ Rosario  was elected a Trustee in 2009 and  his  philosophy as a Village official is to have open and honest communication with the Village residents and Village employees.

Trustee Rosario is a Vietnam veteran, who after his honorable discharge from the military, has served as a civil servant for more than twenty-five years. Trustee Rosario has been married to his wife Olga for more than thirty years and he has two daughters; one,  who graduated Columbia Law School and another who,  is attending Nassau Community College. Perry Pettus

Elected in March of 2002 to the Village of Hempstead Board of Trustees, Pettus represents residents of the Incorporated Village.
He began his term exercising leadership as he took on Hempstead landlords over poor conditions to which tenants in apartment buildings were exposed. He utilized his negotiating skills to bring the two sides together to help resolve tenant issues. He has effectively used the media to bring issues to light, not only for exposure, but to resolve issues.
As a successful local businessman, Pettus has brought effective business skills to his position. He has already built business/government partnerships, which have benefited the community. Click here for more.

Don Ryan

Don Ryan has been coaching basketball teams for youngsters at The Salvation Army Corps Community Center in Hempstead, New York, since 1961. As such, Don has given more than 25,000 hours in volunteer service to the youth of Hempstead.
Don is a product of Hempstead Public Schools. Later, graduating from Adelphi University with a Bachelor of Business Administration degree (1966) and Teachers College at Columbia University with a Master of Arts degree (1971). Don taught for thirty-three years; the last twenty five of those years with added responsibility as Director of the Youth Employment Program at Hempstead High School. Judge Tanya Hobson-Williams

Appointed to the bench by the Board of Trustees in 2008, and elected in 2009, Judge Tanya Hobson-Williams resides in the Village with her husband and two children. Judge Hobson–Williams obtained her B.A. in Government and Politics from St. John's University and her law degree from Benjamin N. Cardozo School of Law.  She is currently pursuing a Masters Degree in Labor and Policy.When not serving as Hempstead  Village Justice, Judge Hobson-Williams is the Director of Leasing for the N.Y.C. Department Of Education, where she is responsible for the collection and accounting of revenue in excess of 2 million dollars annually for  over 200 leased sites with a rent roll in excess of $100 million dollars.
