Accounting
The operation of the Finance Department encompasses all areas of the Village's financial operations. The department provides all general accounting and bookkeeping functions for all financial transactions of the Village. These functions include purchasing all material, supplies and outside services for all Village departments; accounts payable; and the preparation, management and cost allocations of the payroll of approximately 500 full-time employees distributed among thirty departments. The preparation of five different operating fund budgets, totaling over $45million, and the preparation of a five year capital plan along with the management of these budgets are also part of the responsibilities of the department. The Finance Department also is responsible for management of cash and investments, debt issuance and servicing, employee benefits and self-insurance claims management. Computer operations are also included in the responsibilities of the Treasurer, who is the person responsible for the operations of the Finance Department. |
Assessment
The Assessment Department is responsible for discovering, identifying, listing and valuing all tangible properties within the jurisdiction of the Incorporated Village of Hempstead. These responsibilities include handling all assessment inquiries, updating ownership and billing addresses, assessment values, classification, and various non-taxable exemptions as they occur during the tax year to produce a tentative assessment roll for review and a final roll for budget and tax levy purposes. A State report is submitted each year to the NYS Office of Real Property to create Equalization and Residential Assessment ratios that are used to calculate property values. More than half of the Village's revenue is generated by the Assessment Department. |

Buildings
The Building Department is the Village of Hempstead's Code of Enforcement Division, which is an entity that is required by the State of New York. It enforces the New York State Uniform Fire Prevention and Building Codes as well as other state and local ordinances related to new and existing construction. These codes reflect structural adequacy and safety, fire safety, occupancy standards, and system installation and maintenance for all buildings within the village. Additional duties and responsibilities include enforcement of the Village Zoning Ordinance, handling of housing and tenant complaints, and the maintenance of required records and documents concerning all of the above tasks. Compliance is obtained through physical inspections of premises and technical review of submitted proposals for various permits and licenses. Violations and deficiencies result in the issuance of summonses or, in the case of applicants for new construction, denial notices. Enforcement of the codes results in a better and safer environment for all village residents; decreasing overall losses due to fire and accidents. Additionally, it simplifies the purchase, sale, or lease of the properties and allows lower insurance rates, making real estate in the village more attractive to all. The Building Department has a staff of eight inspectors, a superintendent, a deputy superintendent, a tenant housing coordinator, a plan examiner, a code enforcement officer and clerical staff, as well as building, housing, plumbing and electrical inspectors. Their jurisdiction encompasses all properties in the Village of Hempstead, including over 220 multiple dwellings and all other residential, commercial, and industrial properties therein. |

The clerk is the individual who is responsible for coordinating the various village functions and performing administrative tasks not assigned to other village officials. Community Development
The Incorporated Village of Hempstead Community Development Agency is a public benefit corporation established in 1967 by New York State legislation that dealt with the problems of urban decay throughout the state's larger municipalities. Originally known as the Urban Renewal Agency, the name change was mandated by state law in 1981. The Agency is led by its own Board of Directors, chosen and chaired by the village mayor. It is responsible for the planning and implementation of programs involving the rehabilitation of both the residential and commercial sectors of the village. Major programs include; special economic development, commercial rehabilitation, acquisition of properties, site clearance, construction of affordable housing and public service activities. The Agency is a member of the Nassau County Urban Consortium, a vehicle established by the U.S. Department of Housing and Urban Development to facilitate the distribution of federal funding to local communities. Fire department
The Hempstead Volunteer Fire Department was organized in 1832. It consists of ten companies, as well as a rescue squad, fire police squad and a fire prevention bureau. The department welcomes applications for new membership every third Tuesday of the month. You may apply at 8:00 pm at fire headquarters, located at 75 Clinton Street. Mayor's Office
The mayor is elected to serve as chief executive officer of the Hempstead Village government. He or she presides at all village board meetings, directing the legislative and administrative duties of that body. The mayor also oversees the daily operations of a municipal government of 35 major departments with 500 employees, who provide services to over 50,000 residents. The mayor is also responsible for drafting and implementing an annual budget of $49 million and supervises a village police force of more than 100 officers. |

Police Department
The Hempstead Police Department, under the Command of Chief James Russo, Inspector George P. Petri, and Deputy Inspector Vincent Neefus, consists of 115 male and female sworn police officers patrolling the streets of the Village. The department is divided in to six main branches: Patrol Division, Investigations Unit, Juvenile Aid Bureau, Traffic and Safety Bureau, Community Oriented Police Services Unit and Domestic Violence Unit, each providing a unique service.The main police department telephone number for non-emergencies is (516) 483-6200. |
